According to wikipedia (who I trust, unfailingly) the festival of Santa Lucia is a religious holiday that is observed traditionally, mostly only in Sweden. Observed on the 13th of December, the Embassy of Sweden cheerily hosted another (the eighth installment, I believe) of their "After Dark" parties.
