update from yesterday's (intial) 24 hour bar promise
District residents and visitors will be able to Barack & Roll until at least 5:00am for four days during the Inauguration thanks to the District Council. On Tuesday, the Council voted 9-4 to allow bars and nightclubs to operate - and to serve alcohol - until 5:00am during a four day period.
"After eight years of Bush, we all need a drink," said Independent (and former Republican) Councilmember David Cantania as quoted by The City Paper.
The original bill excluded nightclubs, but thanks to an amendment by Cantania, both bars and nightclubs are now included. The special rules will apply to the weekend leading up to the Inauguration as well as the Inauguration day itself (Tuesday, January 20).

But, "Where will Oprah party?" is the real question.

They can also keep serving food all night, which means you can sit there and eat fries or something until they start serving again. Nobody goes home on inauguration weekend.
